The 19-year-old is still waiting for his senior debut for the club but scouts from both Premier League sides have been tracking him closely.
And according to Portuguese newspaper Correio da Manhã, both of them are now ready to firm up their interest with solid offers for the starlet.
The teenage defender is under contract at Porto until 2021 and the deal includes a minimum fee release clause set at £22m.
